American Conservation Foundation Announces Upcoming Informational Meeting
Proposed Rule to List the Dunes Sagebrush Lizard
— The American Conservation Foundation (ACF) is a non-profit organization that currently holds an Endangered Species Act (ESA) prelisting permit for the Dunes Sagebrush Lizard (DSL).
Permit Transfer
This prelisting permit is one of two existing permits in Texas and was transferred to ACF by the U.S. Fish and Wildlife Service (USFWS) for the Texas Conservation Plan (TCP). The TCP is a Candidate Conservation Agreement with Assurances (CCAA) that allows for Oil and Gas development in Texas while protecting the DSL.
DSL in the Permian Basin
The DSL is a small lizard that lives in the sand dunes of Eastern New Mexico and the Permian Basin in West Texas. The Permian Basin is one of the nation’s oldest oil and gas producing regions. The greater Permian Basin accounts for nearly 40% of all oil production in the United States as well as nearly 15% of its natural gas production.
After years of uncertainty about the future of DSL regulation, the USFWS proposed to list the DSL as an Endangered Species under the Endangered Species Act (ESA) on July 3, 2023.

ACF will hold an informational meeting via Zoom on September 13, 2023, at 10:00AM Central Standard Time (CST) to discuss the implications of the proposed rule to list the DSL and opportunities for landowners and stakeholders to get involved in pre-listing conservation activities for the DSL relative to the Texas Conservation Plan (TCP).
